HEALTH CARE POSITION STATEMENT

SCPD PAC supports the concept of Universal Single Payer Healthcare and recognizes that SPAN-Ohio is the only grassroots group in the state with strong backing among progressive groups, labor and social
action community groups. SPAN-Ohio would expand Medicare to cover all Ohioans regardless of health
status or income. SCPD Pac recognizes the moral imperative of the healthcare crisis in America and will
work to ameliorate the inequalities that currently exist. We also support Congressman Conyers'' plan for
universal health care in the United States. If single payer health care is not a politically viable option, we do
still advocate universal affordable healthcare for all United States residents with a public plan option.
Why We Need to Vote No on Issue 3, the “Ohio Healthcare Freedom Amendment”
In November, Ohioans will vote on a ballot initiative – Issue 3, better known as the “Ohio Healthcare Freedom Amendment” – that would amend the state Constitution to prohibit the imposition of a requirement that all individuals in the state purchase health insurance. The ballot issue is aimed at eliminating the so-called “individual mandate” to purchase health insurance contained in the recently enacted federal Patient Protection and Affordable Care Act (PPACA). While most legal scholars believe that passage of Issue 3 in Ohio will have no legal effect on the implementation of the PPACA in Ohio, they have found that the language of the constitutional amendment is so carelessly worded and ambiguous that its passage would threaten a wide range of already existing health programs, practices and policies aimed at improving public health and welfare.
Two Case Western Reserve Law School professors wrote a detailed report on the language of the proposed legislation and its implications for healthcare in Ohio, if it is passed in November: “Bad Medicine. Unintended Consequences of Ohio’s Issue 3” urges Ohio voters to vote NO on Issue 3.
